Decree-Law n. 24 of 24 March 2022 and Ordinance of the Ministry of Health of 15 June 2022: new rules to contain the risk of contagion

The Decree-Law n. 24 of 24th March 2022 and the Ordinance of the Ministry of Health of 15 June 2022 updated the restrictive measures to contain the risk of contagion. On the basis of the above-mentioned Decree-Law and Ordinance, please find below some relevant information about the IMT School.

Use of masks

  • Classrooms

It is mandatory to use face masks (surgical or FFP2) if more than 7 people, including the lecturers/speakers, are present in the classroom.

In case of fewer people masks are not required but is recommended to keep windows open and a safety distance (taking seat so as to ensure maximum distance).

  • Canteen

It is mandatory to use face masks (surgical or FFP2) while standing in line.

  • Offices

It is recommended to use face masks (surgical or FFP2) when more than one person is present in the room and the space between them is less than 1 meter. Where protection with plexiglass is not guaranteed, the staff who come into contact with the public (e.g., front-office activities) have to wear a mask, and vice versa (e.g. PhD students going to an administrative office).

Masks are not required in cases where, due to the characteristics of the places or factual circumstances, the condition of isolation from other people is continuously guaranteed (e.g. office or study for individual use).

In case of shared offices, masks can also be removed if workers agree, windows are open people remain seated at their working station.

  • Library

The requirement to wear masks also expires for external users. Library staff will verify that the safety distance is guaranteed will monitor users within the premises of the Library.

  • Laboratories

It is recommended to use masks, along with the personal protective equipment (PPE) regularly used during research activities, in accordance with the Risk Assessment Document.

  • Events organized by the IMT School

It is recommended to use FFP2 masks during conferences, meetings and events with several people.

  • Selections

It is mandatory to use FFP2 masks, in accordance with the "Protocol for the conduct of public competitions" of the Ministry of Health dated 25.05.2022.

  • External users accessing School buildings

It is recommended to use masks (surgical or FFP2).

  • Final provisions

Student representatives will encourage the proper use of masks among students, in accordance with the Protocol.

The School will continue its monthly distribution of masks to the Community (as follows: 10 surgical masks + 4 FFP2, reducing the previous distribution from 8 to 4 with the possibility of requesting an additional 4 when necessary).


Decree-Law n. 24 of 24 March 2022 and Ordinance of the Ministry of Health of 28 April 2022: new rules to contain the risk of contagion

The Decree-Law n. 24 of 24 March 2022 and the Ordinance of the Ministry of Health of 28 April 2022 updated the restrictive measures to contain the risk of contagion.

On the basis of the new ordinance, please find here below some relevant information about IMT School:

  • from May 1st the green pass (either basic or super) will not be required to access to the School facilities and events;
  • until June 15 it is mandatory use a facemask during face-to-face meetings and during the queues for access to the canteen or other common places, in classrooms, in shared offices, in the Library, in the elevators; it is mandatory use a FFP2 mask during events at the School;
  • until June 15 mandatory vaccination for university staff remains in force.

The main measures introduced in the ordinance and valid throughout Italy concern mainly the use of the green pass and masks.

From May 1st:

  • the green pass (either basic or super) will not be required to eat and drink inside at bars and restaurants and to go health centres, gyms, sporting events, night clubs, events and conferences;
  • it will no longer be mandatory to wear a facemasks to enter public offices, shops, banks, post offices, bars, restaurants and most places of work, although it is still recommended;
  • the obligation to wear facemasks remains until June 15 for some enclosed spaces, including local and long-distance public transport, theatres and cinemas and in schools until the end of the academic year;
  • the “super” green pass remains necessary to access hospitals and nursing homes until December 31.

Decree of March 24, 2022: new rules to contain the risk of contagion

On March 24 President Mario Draghi has approved a new Decree-Law that updates the restrictive measures to contain the risk of contagion: the government is phasing out Italy's remaining Covid19 measures.

On the basis of the new Decree-Law, please find here below some relevant information about IMT School:

  • until June 15 mandatory vaccination for university staff remains in force. Without prejudice to vaccination obligations and applicable sanctions regime, until April 30 community staff must have and exhibit on demand “basic” green pass to access workplace;
  • until April 30 Students, non-permanent staff and external users can access School facilities with “basic” green pass;
  • from April 1 it will be no longer required any kind of green pass to access the School Library (for more information: https://cultura.gov.it/comunicato/22550);
  • from April 1 Self-declaration for COVID-19 symptoms form will not be requested to access School facilities.

Here follow the main measures introduced by the new above-mentioned Decree-Law.

The Covid19 state of emergency expires on March 31 and it will not be extended.

From April 1:

  • the color system under which Italian regions are classified from low-Covid-risk to high-risk will stop, although monitoring of contagion will continue;
  • it will no longer be necessary to have the green pass to enter public offices, shops, banks, post offices, museums, hotels, restaurants outdoor and on local and regional public transport (it will remain obligatory on board long-distance transport until 30 April and FFP2 masks must be worn on all forms of public transport until April 30);
  • the capacity for sport facilities outdoor and indoor is again to 100% (so venues such as sports stadiums, concerts and open-air night clubs can operate to 100% cent capacity with the “basic” green pass required);
  • it is no longer an obligation to quarantine after coming into contact with a covid-positive person, even for those who are not vaccinated (a self-monitoring system will apply for 10 days, with people allowed to go out provided they wear an FFP2 mask);
  • unvaccinated people over the age of 50 can return to work, by presenting a negative covid test result every two days (in case of rapid antigen test) or every three days (in case of molecular test); the “strong” green pass obligation in the workplace for over-50s will expire on June 15, along with the mandatory vaccination mandate for teachers, university staff, soldiers, police and prison staff; the compulsory vaccination order will remain in place only for healthcare workers and nursing home staff, until December 31;
  • the CTS panel of experts advising the government on its coronavirus measures and the office of Covid19 Extraordinary Commissioner Francesco Figliuolo will cease to be operative, they will be replaced by a special health ministry unit tasked with completing the Covid vaccination campaign and adopting other measures regarding the pandemic, which will be active until the end of the year;
  • until April 30 “strong” green pass will be required for swimming pools, gyms, spas, conferences, cultural, social and recreational centers, parties, public events in indoor spaces;
  • from April 1 to 30 “basic” green pass must be possessed for canteens and continuous catering services, restaurants, public selections, training courses, in person interviews with prisoners;
  • until December 31 the “strong” green pass will be required only to visit people in hospitals or nursing homes.

Decree of February 4, 2022: new rules to contain the risk of contagion

On February 4 President Mario Draghi has approved a new Decree-Law (n. 5) that updates the restrictive measures to contain the risk of contagion.

Here follow the main measures introduced by the new Decree-Law.

The duration of the “strong” green pass issued after the third dose of vaccine is unlimited (no more 6 months from the last dose of vaccine or from the certificate of recovery).
The same goes for those who have recovered after completing the primary vaccination cycle.
For these people also the restrictions in the red zones are removed.

New rules are introduced regarding cases of positivity to Covid19 infection and quarantines in the primary and high schools. More details about this on the summary table on the Ministry of Education’s website.

Unvaccinated people must stay in quarantine only five days (instead of ten) following close contact with a person positive to Covid 19.

Tourists and visitors from foreign county can access to activities and accommodation facilities in Italy even if they come from places with different vaccination rules, they have to present a “basic” green pass (released to vaccinated or recovered people or after a rapid antigen or molecular).

Decrees of December 24 and 31, 2021 and January 7, 2022: new rules to contain the risk of contagion

On December 24 and 31, 2021 and on January 7, 2022, President Mario Draghi has approved three new Decrees-Law (n. 221, 229 and 1) that updates the restrictive measures to contain the risk of contagion.

The Covid-19 state of emergency has been extended until March 31.

Italy is still divided in four areas (white, yellow, orange and red) corresponding to an increasing risk. At the moment many regions are in the yellow area (Toscana, Lombardia, Piemonte, Lazio, Sicilia, Calabria, Friuli-Venezia Giulia, Liguria, Marche, Veneto, Valle d’Aosta, Emilia Romagna, Abruzzo and the autonomous provinces of Bolzano and Trento) with the exception of some regions that are still white area (Umbria, Molise, Puglia, Basilicata, Campania, Sardegna).

It is mandatory to wear a FFP2 mask on all public transport and in cinemas, theatres, stadiums, concert halls, entertainment venues and similar venues, during conferences and congress, during outdoor shows, events and sporting competitions that take place both indoors and outdoors. 
Also outdoors it is mandatory to wear a medical mask or a FFP2 mask even in the white areas. 

The "strong" green pass - released to vaccinated or recovered people - is required to entry to the following venues:

  • sport stadiums, swimming pools, gyms, team sports;
  • spas, wellness centres and leisure centres;
  • museums, exhibition centres and other cultural places;
  • conferences and congress activities, festivals and fairs;
  • recreational and social centres (indoors), casinos and bingo halls;
  • theme and amusement parks; 
  • hotels and indoor restaurants also for consumption at the counter.

The capacity for open-air sports events is reduced to 50% and to 35% for indoors venues. 

The "basic" green pass - released to vaccinated or recovered people or after a rapid antigen or molecular - is required to entry to the following venues:

  • personal services (hairdressers and beauty centers); 
  • public offices (postal, banking and financial services); 
  • commercial activities. 

Until January 31 are suspended the activities of discos, dance halls and similar places indoors, but also events, parties and concerts which involve gatherings in open spaces.

From February 1 the "strong" green pass is valid for 6 months (instead of 9 months) from the last dose of vaccine or from the certificate of recovery.
Also the minimum period to receive the booster dose of vaccine is reduced from 5 to 4 months after the last dose

Covid-19 vaccination is mandatory for people over 50 years old. 

From February 15 the “strong” green pass will be required for access to workplaces for public and private workers aged 50.
The vaccination obligation is extended to university staff as well as to school staff, without age limits.

Decree of November 26, 2021: new rules to contain the risk of contagion

On November 26, President Mario Draghi has approved the new Decree-Law (n. 172) that updates the restrictive measures to contain the risk of contagion.

Here follow the main measures introduced by the new Decree-Law that will be valid from December 6 until January 15, 2022.

Italy is still divided in four areas (white, yellow, orange and red) corresponding to an increasing risk. At the moment all regions are in the white area with the exception of Friuli-Venezia Giulia and the Autonomous Province of Bolzano (South Tyrol) that are yellow area.

There will be two different types of green pass: one "strong" released to vaccinated or recovered people; one "basic" released to those who have had a molecular or rapid test with a negative result.
The "strong" green pass is valid for nine months (instead of 12 months) from the last dose of vaccine or from the certificate of recovery.
The "basic" green pass is valid 72 hours in case of molecular test and 48 hours in case of rapid test.

The green pass requirement is extended to other sectors: hotels, changing rooms for sports activities, regional and interregional rail services, local public transport services.

The new "strong" green pass is required to access activities that would otherwise be subject to restrictions in the yellow and orange zone (shows, sporting events, indoor catering, discos, public ceremonies) even in white zone.

The "basic" green pass can be used to travel on trains, airplanes, buses and ships.

From December 6 only people with "strong" green pass can access to the canteen for the consumption of meals at the tables.
The current rules to get "lunch packs" and take-away meals remain valid.

Considering the current condition of increased viral circulation and rise of the epidemic curve, with a perspective to maximum precaution, it is important remember the importance of the vaccination and follow all the rules and the precautionary measures: wear a medical mask or respirators (also called FFP2) in closed spaces, wash or sanitize your hands often, respect interpersonal distancing.

Furthermore on the website https://prenotavaccino.sanita.toscana.it reservations to receive the booster dose of vaccine are open for those who have completed the primary vaccination cycle from at least five months, regardless of the vaccine previously used. The booster dose will ensure that the duration of the “strong” green pass is extended by an additional 9 months from the date of the third dose.

Starting December 15, the third dose will be mandatory for:

  • healthcare personnel, workers in RSAs and health administrative staff;
  • teachers, professors and administrative staff of schools;
  • military, police, rescue personnel.

The third dose is allowed five months after the last dose.

New ordinance of the Minister of Health regarding individuals vaccinated abroad with vaccines not authorized by the EMA (European Medicines Agency)

On November 4 the Minister of Health issued a new ordinance regarding individuals vaccinated abroad with vaccines not authorized by the EMA (European Medicines Agency).

People vaccinated abroad with a vaccine not authorized by the EMA can receive a booster dose with an m-RNA vaccine in the dosages authorized for the “booster” starting from 28 days up to a maximum of 6 months (180 days) from the completion of the primary cycle.
The completion of this supplementary vaccination cycle is recognized as equivalent.

After the maximum term of 6 months from the completion of the primary cycle with a vaccine not authorized by the EMA, or if the primary cycle was not completed, it is possible to receive a complete primary vaccination course with an m-RNA vaccine with the relative authorized dosages.

Decree of September 21, 2021: new rules to contain the risk of contagion

On September 21 President Mario Draghi has approved a new Decree-Law (Decreto Green Pass bis) that updates the restrictive measures to contain the risk of contagion, and extends the application of the Green pass to workers of the public and private sector.
Here follow the main measures introduced by the new Decree-Law.

Starting on October 15th and until December 31st 2021 the Green Pass will be required to all the public and private workers to access the place of work.
The Green Pass must be possessed and exhibited upon request.

The obligation does not apply to those who are exempt or excluded from the vaccination campaign.

The new Decree also states that rapid Covid swabs can be done at pharmacies and other sanitary structures affiliated with the National Health Service at a controlled price (15 euros for adults, 8 euros between 12 and 18 years), at least until December 31st. Rapid Covid swab are free for those that have been exempted by vaccination.

The Decree also clarifies that for those who have contracted Covid 14 days after the inoculation of the first or second dose the Green Pass is valid for 12 months from the recovery.

Protocol verification Covid-19 Green Certification

Starting from September 1, 2021, until December 31, 2021, all the IMT School's staff - permanent and fixed-term technical-administrative staff, collaborators, professors, researchers, fellows, and other positions comparable to employees - and students must possess and are required to submit a Covid-19 green certification (so-called Green Pass).

Failing that, and subject to the consequences provided for by art. 9-ter, paragraph 2, of the L.D. n. 52/2021, as amended by art. 1, paragraph 6, of the L.D. 111/2021, access to the School's premises, activities, and services will not be granted. Failure to comply with these obligations will be considered an unexcused absence. After five days of absence, taking into account the characteristics and specificities of the work of the faculty, on the one hand, and the technical-administrative staff, on the other, the employment relationship will be suspended, and no salary, other compensation, or payment will be due.

The provisions do not apply to subjects exempt from the vaccination campaign based on a proper medical certification issued according to the criteria defined by a Ministry of Health memo.

Starting from September 1, 2021, until December 31, 2021, the verification of Green Pass possession for the School's staff, in any capacity, and students accessing the different School locations will be performed according to procedures planned and communicated by the Management in accordance with the provisions of current legislation.
The verification of possession of the Green Pass at the School entry points (San Francesco Complex, San Ponziano Complex, Library) will be performed only once per day.

Decree of August 6, 2021: new rules to contain the risk of contagion

On August 6 President Mario Draghi has approved a new Decree-Law that updates the restrictive measures to contain the risk of contagion.
Here the main measures introduced by the new Decree-Law.

Starting on September 1st, the Green Pass will be required:
- for school and university staff and for university students;
- on flights, ships and ferries of the interregional transport services;
- on Intercity, Intercity Notte and high speed (Freccie) trains;
- on buses, if the route connects more than two regions and for rental car with driver.

The obligation does not apply to those who are exempt or excluded from the vaccination campaign.

More information on the possibility of exemption for people inoculated with vaccines not approved by the European Medicines Agency (EMA) will follow.

The quarantine is reduced to seven days for those who have completed the vaccination cycle and have come into contact with someone positive to the virus.

The rapid Covid swab in pharmacies can be done at the controlled price of 8 euros for minors (for adults the price will be 15 euros), at least until September 30.

Decree of July 23, 2021: new rules to contain the risk of contagion

On July 23 President Draghi has approved a new Decree-Law that updates the restrictive measures to contain the risk of contagion.
The main measures introduced are the following.

The Covid-19 state of emergency has been extended until December 31.

From August 6 the "Green Pass"- a digital or paper certificate showing vaccination or a recent negative COVID-19 test - will be required to entry to the following venues:

  • sport stadiums, swimming pools, gyms;
  • museums, theatres, cinemas, exhibition centres and other cultural places;
  • spas, wellness centres and leisure centres;
  • conferences and congress activities, festivals and fairs;
  • recreational and social centres, casinos and bingo halls;
  • public competitions.

The pass will also be required in order to be served in indoors at bars and restaurants; outside dining is exempt, as is eating or drinking at the counter. Discos will remain closed.
Only children under 12 years old are exempt from the pass requirement.

The Green Pass is available to those who have had at least one vaccine dose. The pass will also be available to anyone who presents proof of a negative test taken within 48 hours before accessing any of the activities under restriction, and to those who have recently recovered from Covid-19.

Under the new decree, the Italian government has also changed the risk parameters to allow regions to stay in the low-restriction ‘white zone’ for longer despite the recent rise in Covid-19 infections. Regions will now be classified based more on the number of people hospitalised or in intensive care due to Covid-19, rather than upon the number of infections as done until today.

Decree of June 22, 2021: new rules to contain the risk of contagion

On June 22 Minister of Health Speranza has issued a new ordinance that updates the restrictive measures to contain the risk of contagion.
The new decree is valid from June 28 to July 31, 2021.

The main measures introduced are the following:

  • Italy is considered all white zone;
  • the use of the face masks is no longer mandatory in open spaces; masks must in any case be kept with you in order to be used in case of crowding risk. The use of the face masks remains mandatory in the Campania region until July 31 (in urban centers, squares and seafronts).

The following rules continue to be valid at the IMT School:

  • temperature measurement at the entrance of the Schools buildings and compilation of the triage form;
  • mandatory use of medical masks in all closed spaces;
  • interpersonal distance of at least one meter;
  • all shared rooms must be ventilated at least once an hour by opening windows;
  • frequent use of the hand sanitizing gel;
  • maintenance of social distancing in classrooms and library as per current posters;
  • canteen services continue to operate as usual, but it's important to make the reservation (both in presence and take away) in order to maintain a safe environment for all of us;
  • from September the events at the School can restart by respecting all the precautionary measures.

By the end of July also the Protocol Covid-19 of the School will be reviewed and shared in the School's intranet (SIIMT).


Decree-Law of May 18, 2021: new rules to contain the risk of contagion

On May 18 President Draghi has approved a new Decree-Law that updates the restrictive measures to contain the risk of contagion.

The main measures introduced are the following:

  • from May 19 the curfew is from 11 pm to 5 am (instead of 10 pm - during curfew hours only journeys motivated for proven needs are allowed); from June 7 it will be from 12 am to 5 am; from June 21 the curfew will be cancelled;
  • from May 22 shopping centers and markets can reopen at weekends, also ski-lifts in mountain resorts can restart their activity;
  • from May 24 gyms can reopen;
  • from June 1 bars and restaurants can reopen indoors; also sport competitions can reopen to the public eventi if at 25% of their maximum capacity (the number of spectators must not exceed 1.000 in open-air venues and 500 in indoor venues);
  • from June 15 theme parks can reopen; also wedding celebrations can restart but the maximum number of participants has to be defined and they must have a 'green pass' certifying a vaccination or a negative test;
  • from July 1 indoor swimming pools, spa and leisure centres, recreational and social centres, casinos and bingo halls can reopen; discos remain closed.

The 'Green Pass' is a pass which certifies that the holder either had been vaccinated (either had completed the cycle or had received the first dose at least 15 days earlier) or had contracted and already recovered from Covid-19 or had tested negative for Covid-19 within the past 48 hours. This certificate will allow to move freely around the country and do as many activities as possible.

The Green Pass will be released contextually to the first dose administration and will be valid after 15 days from the first dose to the date for the completion of the vaccination cycle (ART. 14, comma 2). Then, the Green Pass will be valid for nine months after the person has completed the vaccination cycle (ART. 14, comma 1), that is, after the second dose for Pfizer/BioNtech, Moderna and Astra-Zeneca or after the single dose of Johnson&Johnson. However, should the holder test positive for coronavirus within that period, then the pass will no longer be effective.

Italy currently accepts any certificate, paper or digital, that proves that the bearer has either been fully vaccinated, has had Covid-19 and fully recovered, or tested negative in the past 48 hours.

Decree-Law of April 21, 2021: new rules to contain the risk of contagion

On April 21 President Draghi has approved a new Decree-Law that updates the restrictive measures to contain the risk of contagion.
The new Decree is valid from April 26 to July 31, 2021 and introduces measures for the gradual "reopening" of the economic and social activities.

The Covid-19 state of emergency has been extended until July 31st.

Italy is divided again in four areas (white, yellow, orange and red) corresponding to an increasing risk.
Tuscany at the moment is in the yellow zone.

Some of the new main measures valid from April 26 are the following:

  • introduction of the Green Pass, a kind of "travel pass" which certify that the holder had either been fully vaccinated, had tested negative for Covid-19 within the past 48 hours, or had already contracted and recovered from Covid-19;
  • movements in and out of the Region are allowed only between yellow or white zones; people with Green Pass can move from a region to another even between red and orange areas;
  • there is still a curfew from 10 pm to 5 am (during curfew hours only journeys motivated for proven needs are allowed);
  • all schools and universities can resume at least 75% of their activities in-person in yellow and orange zones, while in red zones they can resume at least 50% of their activities in-person and up to 75% of the students;
  • bars, pubs and restaurants can reopen in yellow zones and can serve people at outdoor tables at lunch and dinner; restaurants and bars without outdoor spaces will not be able to serve customers until June 1 and then only at lunchtime; take-away services are still allowed until 10 pm and delivery food services are allowed with no time limit;
  • any outdoor sporting activity is allowed;
  • until June 15, in yellow and orange zones, the number of people who can visit friends or relatives in a private home - once a day - is increased to four instead of two; visits in the red zone are not allowed.

Furthermore in yellow areas:

  • from May 15 cinemas, theaters, concert halls and live clubs can reopen; seats must be pre-assigned at a distance of one meter from each other and the maximum capacity allowed is up to 50% of the maximum capacity of the place;
  • from May 15 outdoor swimming pools and shops located inside shopping centers can reopen even on weekends and public holidays;
  • from June 1 gyms and leisure centres can reopen;
  • from June 15 national and international fairs and trade shows are allowed;
  • from July 1 conferences and congress activities are allowed, while spas and wellness centres and theme parks can reopen.

Decree-Law of April 1, 2021: new rules to contain the risk of contagion

On April 1 President Draghi has issued a new Decree-Law that updates the restrictive measures to contain the risk of contagion.
The new Decree is valid from April 7 to 30, 2021.

All regions in Italy are considered orange or red zone.
Tuscany at the moment is in the red zone
.

Some of the main measures valid in this period are the following:

  • movement between regions remains prohibited, except for proven needs;
  • bars, pubs, restaurants, ice cream and pastry shops remain closed - only home delivery is allowed, as well as take-away until 10 pm;
  • shopping centers remain closed on weekends;
  • from kindergartens to the first year of middle schools, all schools are open; in the red regions, second and third year of middle school and high schools are closed; in the orange zone, middle schools are completely open, while high schools are open up to 50% of students;
  • visits to relatives and friends are not allowed in the red zone, but it is allowed to visit relatives or friends once a day (maximum two people with children under 14 or disabled people) in the orange zone;
  • tests for public competitions are allowed with the introduction of simplified procedures for some of them;
  • gyms and swimming pools remain closed, individual sport activities are allowed not far from home;
  • vaccines are compulsory for healthcare workers.

Decree-Law of March 13, 2021: new rules for the Easter holidays

On March 13 a new Decree-Law that updates the restrictive measures to contain the risk of contagion and defines specific rules for the Easter holidays was issued.

Starting from Monday, March 15, all regions in Italy are considered orange or red zone (the only exception is Sardegna that is in the white zone).
Tuscany at the moment is still in the orange zone.

The main measures are the following.

ORANGE ZONE

  • any movement to a municipality other than that of residence or domicile is prohibited, except for proven needs;
  • from kindergartens to middle schools all schools are open. In high schools pupils can attend in presence in rotation. However, depending on the contagion situations, governors can decide on limitations in specific municipalities or provinces and close schools where the incidence of the infection exceeds 250 cases per 100,000 inhabitants or in the event of sudden outbreaks;.
  • within the municipality, it is allowed to visit friends or relatives once a day, between 5 and 22 (maximum two people with children under 14 or disabled people);
  • all shops are open, except on weekends when shopping centres are closed;
  • museums and exhibitions are closed, as well as cinemas, theatres and other cultural places;
  • bars, pubs, restaurants, ice cream and pastry shops are closed - only home delivery is allowed, as well as take-away until 10 pm;

RED ZONE

  • any movement within the municipality and to a municipality other than that of residence or domicile is prohibited, except for proven needs;
  • if you move you must fill in and bring with you the self-declaration form (in the event that you don't have a printed copy with you, in case you get stopped the police will provide you with a blank form to fill out);
  • all schools of all levels are closed (including kidergarden) except for children with disabilities;
  • no visits to friends or relatives are allowed except for non-self-sufficient people who need help or assistance;
  • bars, pubs, restaurants, ice cream and pastry shops are closed - only home delivery is allowed, as well as take-away until 10 pm;
  • all non-essential shops are closed (including hairdressers, barbers and beauty centers); food stores, newsagents, pharmacies and tobacconist remain open.

During the Easter week-end (April 3 - 4 - 5) all regions will be in the red zone (with the exception of Sardegna).
The only difference with the red zone rules listed above is the following: you are allowed to visit relatives or friends at home, within the region, no more than once a day and with no more than one other person accompanying you (the 2 people limit does not apply to children under 14 or others in need of care). Despite this, to contain the contagion it is strongly recommended not to visit friends and relatives and if you do so please always keep your mask on.

DPCM of March 2, 2020: new rules to contain the risk of contagion

On March 2 President Draghi has issued a new Prime Ministerial Decree that updates the restrictive measures to contain the risk of contagion.
The new DPCM is valid from March 6 to April 6, 2021.

Italy is divided in four areas (white, yellow, orange and red) corresponding to an increasing risk.
We remind you that Tuscany at the moment is in the orange zone.

Some of the main measures valid in this period are the following.

Throughout the whole national territory:

  • any movement in and out of the Region is prohibited except for proven needs (i.e. work/health or to return to your residence/domicile);
  • there is a curfew from 10 pm to 5 am (during curfew hours only journeys motivated for proven needs are allowed) - only the white Regions can modify the curfew;
  • on weekends and public holidays shops located inside shopping centers and markets are closed, with the exception of pharmacies and parapharmacies;
  • ski slopes, gyms, swimming pools, spas and wellness centres remain closed;
  • all conferences, congress activities, national and international fairs, trade shows and public events are still suspended, with the exception of those that take place remotely.

Some news concerning the yellow Regions are the following:

  • museums are currently open from Monday to Friday, but from March 27 they may open on weekends too;
  • from March 27 also theaters and cinema may reopen (with pre-assigned seats and maintaining social distancing).

Furthermore, in the red Regions:

  • all non-essential shops including activities related to personal care (hairdressers, barbers, beauty centers) are closed; food stores, newsagents, pharmacies and tobacconist remain open;
  • it is no longer possible to visit relatives or friends at home;
  • all universities, high - middle - elementary schools and kindergartens must adopt distance learning solutions (this also applies to orange and yellow areas in case the limit of 250 cases per 100 thousand inhabitants is exceeded).

UPDATE - Regional campaign for anti-Covid vaccination

With reference to the regional campaign for anti-Covid vaccination, here below two important updates.

1. The Department of Health of Regione Toscana has defined in detail the categories of teaching and non-teaching university staff who will be able to access vaccine reservations:

  • professors
  • assistant professors (rtd and assegnisti)
  • Post-Doctoral fellows
  • research collaborators
  • research project fellowship holders (borsisti)
  • PhD students
  • technical staff
  • administrative staff
  • librarians

2. Both personnel resident and non-resident in Tuscany will be able to access the vaccination as long as they are in possession of any document certifying their affiliation with a Tuscan university.

Regional campaign for anti-Covid vaccination

From February 9 the Tuscan portal for Covid-19 vaccinations with the AstraZeneca vaccine is open (https://prenotavaccino.sanita.toscana.it/#/home).

According to ministerial indications, the vaccination phase is currently reserved for university teaching staff, permanent and fixed-term researchers (A and B-type), administrative staff, technicians and linguistic expert collaborators with a fixed-term or permanent contract, and limited to those who are in the age group between 18 and 65.

In a few hours the reservations for this first phase of vaccination were sold out, due to a limited number of doses available.
In the coming weeks Regione Toscana will open new booking windows, which will be communicated on the page https://www.regione.toscana.it/-/vaccinazione-anti-covid-19.

At the moment of the administration of the vaccine, those who have booked will have to show the identity document and the service certificate.

At present, students, PhD students, fellows and research fellows are excluded from this phase of the vaccination campaign.

Please note that the vaccination campaign is entirely managed by the Regione Toscana and that official information is disclosed through its channels (website and social network). Therefore, please refer to these channels for the collection of information, the clarification of doubts of all kinds and to know the date of the start of the new vaccination phases.


DPCM of January 16, 2020: new rules to contain the risk of contagion

On January 14 President Conte has issued a new Prime Ministerial Decree that establishes new restrictive measures to contain the risk of contagion.
The new DPCM is valid from January 16, 2021.

Throughout the whole national territory, until February 15:

  • any movement in and out of the Region is prohibited except for proven needs (i.e. work/health or to return to your residence/domicile);
  • tests for public and private competitions are still suspended;
  • ski slopes remain closed.

Furthermore, until March 5, the following measures are valid:

  • there is a curfew from 10 pm to 5 am (during curfew hours only journeys motivated for proven needs are allowed);
  • Italy is still divided in three areas (yellow, orange and red) corresponding to an increasing risk; a "white area" has been added for regions that have a very low risk of contagion; Tuscany at the moment is a yellow area;
  • you are allowed to visit relatives or friends at home, no more than once a day and with no more than one other person accompanying you (the 2 people limit does not apply to children under 14 or others in need of care); these movements are allowed within the region if in a yellow zone, only within the municipality in orange and red zones;
  • gyms, swimming pools, spas and wellness centres remain closed, as well as cinemas, theatres and concert halls;
  • all conferences, congress activities, national and international fairs and trade shows and public events are still suspended, with the exception of those that take place remotely;
  • public transport still operate with the limit of 50% of the capacity of the vehicles;
  • residency permits that will expire by April 30 are automatically extended until May 20;
  • special parliamentary elections and municipal elections are postponed back to May 20.

The Covid-19 state of emergency has been extended until April 30th.

Lastly, some of the main measures still valid in the yellow regions (that currently include Tuscany):

  • bars, pubs and restaurants are open from 5 am to 6 pm, and can have no more than four customers per table; take-away services are allowed until 10 pm, only for places that sell food (it is forbidden to consume food and drinks in streets or parks from 6 pm to 5 am); delivery food services are allowed with no time limit;
  • all shops are open;
  • museums and galleries will be allowed to reopen during weekdays from Monday to Friday;
  • high-schools can resume at least 50% of their activities in-person and up to 75% of the students; kindergartens, elementary and middle schools can carry out all their activities in presence;
  • universities still adopt distance learning solutions (with the exclusion of laboratory activities) but they can decide to organize activities in presence due to the trend of the epidemic.

Decree-Law of December 18, 2020: new rules for the Christmas holidays

On December 18 President Conte has approved a new Decree-Law that updates the restrictive measures to contain the risk of contagion and defines specific rules for the Christmas holidays.

On the following days all regions in Italy are considered red zone: December 24 - 25 - 26 - 27 - 30 - 31, 2020 and January 1 - 2 - 3 - 5 - 6, 2021.
Some of the main measures valid in this period are the following:

  • any movement within the municipality and to a municipality other than that of residence or domicile is prohibited, except for proven needs;
  • if you move you must fill in and bring with you the self-declaration form (in the event that you don't have a printed copy with you, in case you get stopped the police will provide you with a blank form to fill out);
  • bars, pubs, restaurants, ice cream and pastry shops will be closed; only home delivery is allowed, as well as take-away until 10 pm;
  • all non-essential shops are closed; food stores, newsagents, pharmacies, tobacconist, dry cleaners and hairdressers remain open;
  • you are allowed to visit relatives or friends at home, no more than once a day and with no more than one other person accompanying you (the 2 people limit does not apply to children under 14 or others in need of care). Despite this, it is strongly recommended not to visit friends and relatives and if you do so please always keep your mask on.
  • you may only exercise individually on foot or by bike in the vicinity of your home.

On the following days all regions in Italy are considered orange zone: from December 28 to 30, 2020 and January 4, 2021.
Some of the main measures valid in this period are the following:

  • any movement to a municipality other than that of residence or domicile is prohibited, except for proven needs; only those who live in a municipality with less than 5.000 inhabitants can do so within 30 kilometers from their own home and without entering the Province capitals in order to avoid crowds in the historic centers. In case you exit your municipality you must fill in and bring with you the self-declaration form;
  • bars, pubs, restaurants, ice cream and pastry shops will be closed; only home delivery is allowed, as well as take-away until 10 pm;
  • all shops are open until 9 pm.

From today until December 23 all regions in Italy are considered yellow zone.
During this period:

  • bars, pubs and restaurants are open from 5 am to 6 pm, and can have no more than four customers per table; take-away services are allowed until 10 pm; delivery food services are allowed with no time limit;
  • all shops are open.

Furthermore, throughout the whole national territory, from December 21 to January 6 any movement in and out of the Region is prohibited except for proven needs (i.e. work/health or to return to your residence/domicile).
There is always a curfew from 10 pm to 5 am (during curfew hours only journeys motivated for proven needs are allowed).

DPCM of December 3, 2020: new rules valid from December 4, 2020 to January 15, 2021

On December 3 President Conte has issued a new Prime Ministerial Decree that establishes new restrictive measures to contain the risk of contagion.
The new DPCM is valid from December 4, 2020 to January 15, 2021.

Besides extending the measures that are actually in force, the decree also defines specific rules for the Christmas holidays.
Italy is still divided in three areas (yellow, orange and red) corresponding to an increasing risk.

Some of the new main measures are the following:

  • from December 21 to January 6 travel between different regions will be prohibited (with the exception of travel to return to their home residence, for proven work/health reasons or situations of necessity);
  • on December 25-26 and January 1 also travel between different municipalities will be prohibited;
  • all people going abroad (including EU countries) from December 21 to January 6 must undertake a two-week quarantine when they come back to Italy;
  • restaurants and bars will remain closed in red and orange zones (take-away and delivery food services are still allowed), while they can stay open until 6 pm in yellow areas, including on Christmas Day, Boxing Day, New Year's Eve and Epiphany;
  • hotels can remain open, but they must close their restaurants on New Year's Eve and serve dinner by room service only;
  • shops will be permitted to stay open until 9.00 pm, but shopping centres will remain closed at weekends and on holidays (with the exception of newsagent, tobacconist, plant nursery, pharmacies and parapharmacies). This is valid for the yellow and orange areas, in the red area shops must remain closed;
  • there is a "strong recommendation” to avoid inviting people over for celebrations at home;
  • all high schools across the country can resume in-person activities from January 7;
  • cruises are banned from departing or stopping in Italian ports over the holidays, and Italy’s ski destinations are closed until January 6th.

Of course, the following rules still apply:

  • there is a curfew from 10 pm to 5 am (during curfew hours only journeys motivated by work or health reasons are allowed) - please take note that on December 31 the curfew starts at 10 pm and lasts until 7 am of January 1;
  • all universities must adopt distance learning solutions (with the exclusion of laboratory activities);
  • museums and other institutes and places of culture (including libraries) are closed;
  • tests for public and private competitions have been suspended, with the exception of those of the national health service;
  • public transport will operate with the limit of 50% of the capacity of the vehicles.

Ordinance of the Health Minister, Roberto Speranza: passage in the red zone for two Regions

The Health Minister, Roberto Speranza, signed an ordinance which - on the basis of the contagion data in the various Italian regions - provides for the passage to the red zone for two Regions: Tuscany and Campania - starting from Sunday, November 15.

In the red regions:

  • any movement in and out of the Region is prohibited, except for proven needs (i.e., work or health);
  • any movement within the municipality and to a municipality other than that of residence or domicile is also prohibited, except for proven needs (i.e., work, necessity or health);
  • if you move you must fill in and bring with you the self-declaration form (in the event that you don't have a printed copy with you, in case you get stopped the police will provide you with a blank form to fill out);
  • school courses in presence are allowed only for kindergarten, elementary school and 6th grade (prima media);
  • universities must adopt distance learning solutions (lessons from remote), but laboratories and other facilities that provide services indispensable to Students can still operate;
  • bars, pubs, restaurants, ice cream and pastry shops are closed; only home delivery is allowed, as well as take-away until 10 pm;
  • all non-essential shops are closed; food stores, newsagents, pharmacies, dry cleaners, hairdressers, banks and post offices remain open;
  • you may only exercise individually on foot or by bike in the vicinity of your home;
  • you are not allowed to visit or meet relatives or friends (except for assisting subjects who are not self-sufficient);
  • working from home is recommended.

Of course, the following rules still apply:

  • museums and other institutes and places of culture (including libraries) are closed;
  • tests for public and private competitions have been suspended, with the exception of those of the national health service;
  • public transport will operate with the limit of 50% of the capacity of the vehicles.

The School’s library is closed to external users but remains open for the members of the Community.
The access to laboratories is allowed in compliance with the Covid-19 protocol of the IMT School.


Ordinance of the Health Minister, Roberto Speranza: passage in the orange zone for five Regions

The Health Minister, Roberto Speranza, signed an ordinance which - on the basis of the contagion data in the various Italian regions - provides for the passage in the orange zone for five Regions: Abruzzo, Basilicata, Liguria, Tuscany and Umbria - starting from Wednesday, November 11.

In the orange regions:

  • any movement in and out of the Region is prohibited, except for proven needs (i.e. work or health);
  • any movement to a municipality other than that of residence or domicile is prohibited, except for proven needs;
  • bars, pubs, restaurants, ice cream and pastry shops will be closed. Only home delivery is allowed, as well as take-away until 10 pm.

Of course, the following rules still apply:

  • there is a curfew from 10 pm to 5 am (during curfew hours only journeys motivated by work or health reasons are allowed);
  • all high schools and universities must adopt distance learning solutions;
  • museums and other institutes and places of culture (including libraries) are closed;
  • tests for public and private competitions have been suspended, with the exception of those of the national health service;
  • on weekends and public holidays shops located inside shopping centers and markets are closed, with the exception of pharmacies and parapharmacies;

On November 3 President Conte has issued a new Prime Ministerial Decree that establishes new restrictive measures to contain the risk of contagion.
The new DPCM is valid from November 6 to December 3, 2020.
 
The decree also defines different rules for different areas, dividing the Italian territory in three areas (yellow, orange and red) corresponding to an increasing risk.
 
Some of the main measures valid in the yellow regions (that currently include Tuscany) are the following:

  • there is a curfew from 10 pm to 5 am (during curfew hours only journeys motivated by work or health reasons are allowed);
  • all high schools and universities must adopt distance learning solutions;
  • museums and other institutes and places of culture (including libraries) are closed;  
  • tests for public and private competitions have been suspended, with the exception of those of the national health service;
  • on weekends and public holidays shops located inside shopping centers and markets are closed, with the exception of pharmacies and parapharmacies;
  • public transport will operate with the limit of 50% of the capacity of the vehicles;
  • bars, pubs and restaurants can be opened from 5 am to 6 pm, and can have no more than four customers per table; take-away services are allowed until 10 pm; delivery food services are allowed with no time limit.

As a consequence:
- the School's Library will be closed to the external public (all services for the School's community members remain active);
- didactic activities will be carried out exclusively in remote (with the exclusion of laboratory ones).


In the orange regions, besides the rules already valid for the yellow regions:

  • any movement in and out of the Region is prohibited (except for proven needs);
  • any movement to a municipality other than that of residence or domicile is prohibited, except for proven needs;
  • bars, pubs and restaurants must close. Only home delivery is allowed, as well as take-away up to 10 pm.

In the red regions:  

  • any movement in and out of the Region and also within the territory itself is prohibited (except for necessity and urgency);
  • retail stores are closed, except for food stores, pharmacies and newsstands. Non-food markets are closed;
  • bars, pubs and restaurants must close. Only home delivery is allowed, as well as take-away up to 10 pm;
  • school in presence is allowed only for kindergarten, elementary school and 6th grade (prima media).


At the moment, the Italian regions are divided as follows, but the classification will be updated according to the development of the contagion.

YELLOW ZONE: TOSCANA, VENETO, TRENTINO ALTO ADIGE, FRIULI VENEZIA GULIA, EMILIA ROMAGNA, MARCHE, LAZIO, ABRUZZO, MOLISE, CAMPANIA, BASILICATA, SARDEGNA.

Prime Ministerial Decree of October 25: new measures valid from October 26 to November 24

On October 25, President Conte has issued a new Prime Ministerial Decree that introduces new rules to be respected for the containment of the epidemiological contagion from Covid-19.
The main new measures introduced by the decree, that are valid from October 26 to November 24, are the following:

  • all conferences, congress activities, national and international fairs and trade shows and public events are suspended, with the exception of those that take place remotely;
  • meetings must be held remotely, unless there are justified reasons not to do so;
  • gyms, swimming pools, spas and wellness centres must close;
  • cinemas, theatres and concert halls must close;
  • bingo halls, casinos and amusement arcade must close;
  • bars, pubs and restaurants must stop serving at 6 pm, including Sundays, and can have no more than four customers per table; take-away and delivery food services are still allowed until 12 am;
  • canteen services can continue to operate;
  • it is strongly recommended that all persons do not travel, by public or private means of transport, to a municipality other than that of residence, domicile or home, except for proven work, study or health reasons;
  • kindergartens and primary schools remain open; high schools must hold 75% of lessons remotely;

With reference to Universities and museums, the decree confirms what was stated in the previous one: Universities can carry out didactic and curricular activities both in presence and remotely, always taking into account the evolution of the territorial pandemic framework and in compliance with the guidelines issued by the Ministry of University and Research; museums and other institutes and places of culture remain open to the public, but visits must be arranged taking into account the size of the premises, as well as the flows of visitors.

Prime Ministerial Decree of October 18: the new rules valid until November 13

On October 18, President Conte has issued a new Prime Ministerial Decree that introduces new rules to be respected for the containment of the epidemiological contagion from Covid-19.

The main measures, valid from October 19 to November 13, are the following:

  • mayors may order the closure to the public, after 9.00 pm, of streets or squares in urban centers, where gathering situations can be created;
  • universities can carry out didactic and curricular activities both in presence and remotely, always taking into account the evolution of the territorial pandemic framework and in compliance with the guidelines issued by the Ministry of University and Research;
  • all conference or congress activities are suspended, with the exception of those that take place remotely;
  • outdoor sport activity is allowed, always respecting the safety distance. Contact sports carried out at an amateur level are completely prohibited;
  • gyms and swimming pools have a week to comply with safety protocols, otherwise they will be closed;
  • the activities of food services (including bars, pubs, restaurants, ice cream parlors, pastry shops) are allowed from 5 am to 12 am with consumption at the table, and with a maximum of six people per table. In absence of consumption at the table they must close at 6 pm. Take-away and delivery food services are always allowed (in compliance with the hygiene and health regulations for both packaging and transport activities) until 12 am.

In order to make contact tracing more effective through the use of the Immuni App, the health worker of the Prevention Department of the local health company is obliged, by accessing the Immuni central system, to upload the key code in the presence of Covid-19 positivity case.

Prime Ministerial Decree of October 13: new measures related to the "phase 3"

On October 13, Prime Minister Giuseppe Conte has issued a new Prime Ministerial Decree that extends the restrictions adopted so far for the containment of the epidemiological contagion from Covid-19 and defines some new rules for the so-called "phase 3".

These are some of the most relevant points.

The Decree confirms the obligation to always carry respiratory protective devices with you. Masks must be worn not only in closed places accessible to the public but more generally in indoor places other than private homes and also in all outdoor areas.

The Decree clarifies that nothing changes for didactic and curricular activities: in universities, didactic and curricular activities are carried out in compliance with the Guidelines of the Ministry of University and Research.

The carrying out of public events is allowed only in static form, provided that the prescribed distances and other containment measures are respected.

Shows and concerts in theatres, cinemas and other spaces are allowed, provided that the interpersonal distance of at least one meter is ensured and with an audience of maximum of 200 for indoor shows.

Museums and other institutes and places of culture remain open to the public, but visits must be arranged taking into account the size of the premises, as well as the flows of visitors (by fixing a quota for visitors or in any case avoiding gatherings).

Return on campus procedures

The IMT School, in full compliance with the policies and precautionary measures against epidemic infection, intends to allow its students to return to Campus starting from September 1st, as planned for the resumption of activities.

To access the Campus, students will have to respect the calendar they indicated when they responded to the survey recently administered by the Offices.

The procedure established by the School's Board of Governors remains unaffected, so it is mandatory to indicate the reason for the return in the request addressed to the Campus Management Office, which must be authorized by the student's Advisor and by the pertinent Track Director.

Due to the COVID 19 emergency, Campus rooms may be occupied by one person only. The School is planning to make additional accommodations available to students, ensuring everyone receives a fully equivalent service or a contribution toward independent accommodation. The School is also organizing serological testing upon arrival for students who intend to return.


Protocol for resuming in-person activities at the IMT School for Advanced Studies Lucca

To avoid the risk of contagion during this period of COVID-19 emergency, the IMT School for Advanced Studied Lucca has arranged to provide all educational activities online, carry out all administrative activities in smart working and research activities at the researchers’ home, providing access to the School premises only for urgent and essential activities.

Considering a priority to make available its skills and abilities to our country to cope with this unprecedented emergency, the IMT School aims to gradually resume in-person activities, guaranteeing maximum, and the best-operating conditions.

With this in mind, the School has issued a “Protocol for resuming in-person activities”, which is intended to provide operational guidance on precautionary measures, rules of conduct, individual and collective protection to be implemented and increase the effectiveness of containment measures to fight the COVID-19 epidemic in non-healthcare work environments.

The proposed guidelines are valid for the first period of re-entry and may be subsequently revised according to the evolution of the emergency and ministerial and regional regulations.

Prime Ministerial Decree of June 11: reopening of further commercial activities

On June 11, the Prime Minister, Giuseppe Conte, signed a new Prime Ministerial Decree that defines the reopening of further commercial activities.

Here following the most important changes that have been introduced:

  • sport events and competitions resume behind closed doors or outdoor, without the presence of the public. Contact sports are still prohibited; ski areas reopen under the authorization of the Regions;
  • children’s play areas in parks and municipal villas reopen;
  • public shows, theatres, concert halls, cinemas also resume, with specific measures and the respect of the interpersonal distance of at least one meter. Events involving gatherings remain suspended;
  • the activities of personal care and well-being centres, together with amusement arcades, are allowed on condition that Regions and autonomous Provinces have previously ascertained the compatibility of those activities with the trend of the epidemiological curve in their own territory;
  • entry to museums and other cultural sites is regulated: entrance is allowed on the condition that these institutes guarantee that access is limited to a fixed number of visitors or, in any case, such to avoid gatherings and to allow people to respect the interpersonal distance of at least one meter;
  • when travelling to and from abroad, the maximum period of stay without the obligation of home quarantine is increased to 120 hours (5 days) for those who enter the national territory for work reasons, as well as for the staff of companies or institutions with legal or secondary headquarters in Italy that travel abroad for proven work reasons.

Covid-19 - New measures related to "phase 2" valid from May 18

On May 16 and 17 Decree-Law n. 33/2020 and a new Prime Ministerial Decree were issued to introduce new rules for the so-called "phase 2".

The main changes, valid from today, May 18, are the following:
- it is possible to move within the region without any limitation and without the self-certification form;
- retail stores, activities related to personal care (hairdressers, barbers, beauty centers), restaurants, bars, pastry shops, pubs, public offices, museums and bathing establishments can reopen;
- it is possible visit relatives and friends, but it is still compulsory to respect the distance of at least one meter, to use masks, and to avoid any form of gathering;
- liturgical and religious celebrations are allowed;
- the training of sports team is allowed.

From May 25 gyms, swimming pools and sports centres will reopen; from June 15 also theatres and cinema can reopen.

Until June 3 it is still forbidden to move between different regions (except for absolute urgency, work or health reasons). From that date it will also be possible to move in the European Union, unless new dispositions.

Prime Ministerial Decree of April 26: new measures related to the "phase 2"

On April 26, Prime Minister Giuseppe Conte has issued a new Prime Ministerial Decree that extends the restrictions adopted so far for the containment of epidemiological contagion from Covid-19 and defines some new rules for the so-called "phase 2".

The main changes, valid from May 4 to 17, are the following:

  • it is possible visit relatives respecting the distances, using masks, and avoiding any form of gathering;
  • individual sport activities are allowed, even far from home, but the respect of a distance of no less than 2 meters must be kept between individuals (one meter in case of walks);

It is still forbidden to move between different regions (except for absolute urgency, work or health reasons) and even within the same territory mobility must be limited to proven work needs or other situations of necessity (motivated through the self-certification form).

Furthermore, the decree defines the following instructions:

  • to avoid speculation a fair and reasonable price is established for the masks sale;
  • the self-certification regime remains valid;
  • travel to return home is allowed;
  • it is mandatory to stay home and limit social contacts in case of fever above 37.5;
  • gatherings in public and private places are prohibited;
  • public parks and gardens can open, but the observance of the safety distances and the prohibition of any form of gathering is mandatory;
  • funeral ceremonies are allowed with the exclusive participation of relatives up to a maximum of 15 people;
  • take-away and delivery food services are allowed (in Tuscany this is already possible);
  • manufacturing and construction activities can reopen, together with their functional wholesale trade.

Retail trade, museums, exhibitions and libraries will be reopened on May 18, always guaranteeing the respect of the safety distance.

From June 1, the reopening of bars, restaurants, beauty salons, hair salons and massage centres is announced.

New decree-law of April 10: extension of restrictive measures and stores reopening

On April 10, 2020, the President of the Council of Ministers signed a new decree-law where all the previous measures to strengthen the containment and management of the epidemiological emergency from Covid-19 are extended until May 3.

The decree also provides for the reopening of bookstores, stationery stores and childcare shops.
All open businesses must continue to ensure the maintenance of social distancing, the staggered access of customers and the cleanliness and hygiene of the spaces.

Ordinance of the Regione Toscana - mandatory use of masks

On April 6, 2020, the President of the Regione Toscana Enrico Rossi signed the ordinance n. 26 in which the contagion containment measures adopted so far are integrated with the mandatory use of medical masks as follows:

  • in closed spaces (public and private if open to the public), including on public means of transport and taxis, in presence of more than one person;
  • in open spaces (public or open to the public) in presence of more than one person;
  • the mandatory use does not apply to children under the age of six and to people who don’t tolerate the use of masks due to particular psychophysical conditions, proven by medical certification;
  • the municipalities will distribute the masks provided by the Regione Toscana through the regional civil protection system to all resident families.

The ordinance is valid for each Tuscan municipality from the date on which the distribution of masks is completed, until April 13 and, in any case, as long as the measures adopted by the President of the Council of Ministers in his last decree 19/2020 are valid.
In Lucca municipality the ordinance is valid from April 15.

Extension of the urgent measures to contain the risk of contagion from Covid-19

On April 1, 2020, the President of the Council of Ministers signed a decree-law where all the previous measures to strengthen the containment and management of the epidemiological emergency from Covid-19 are extended until April 13.

We remind that the following activities are suspended: all frontal teaching activities, all travel and institutional missions, as well as all events, seminars and conferences, all nonessential industrial and commercial activities. All movements, even within the same territory, must be limited to proven work and health needs.

Closure industrial and commercial activities

On March 22, 2020, the President of the Council of Ministers Giuseppe Conte signed a decree-law introducing new measures to strengthen the containment and management of the epidemiological emergency from COVID-19, applicable on the whole national territory. From March 23 to April 3, 2020, all nonessential industrial and commercial activities are suspended, with the exception of those indicated in the decree.

Precautionary measures taken by the IMT School

The IMT School has implemented the various Decrees issued by the Italian Prime Minister - DPCM 04/03/2020, DPCM 08/03/2020 and DPCM 09/03/2020 -  by launching a series of precautionary measures valid for the entire academic community and for the potential external users of its activities and services.

The directorial decree of 19/03/2020 defines the telematic procedures for the following occasions: meetings of the governing bodies of the School, meetings of the Scientific Board, attendance of the compulsory training activity foreseen in the Study Plan of each Student and conduct of exams, theses discussion, meetings that involve students, researchers, professors and administrative staff, as well as lecturers, collaborators and external subjects.

The introduction of the precautionary measures taken by the IMT School to contrast the spread of the COVID-19 virus is sanctioned in the following directorial decree of 11/03/2020.

Until April 3, frontal teaching activities are suspended, but research activities do not stop. This means that the lessons will be rescheduled or, if possible, will be held remotely. Professors, researchers and PhD students will be able to continue their research activities independently in compliance with the hygiene and health rules set out in the Presidential Decree (Art. 2, paragraph 1, letter g).
As for teaching obligations, the School will guarantee the necessary flexibility. Exams and thesis discussions can be carried out remotely, where that is not possible, exams in presence can be carried out but hygiene and health standards must necessarily be respected, as well as the indications of the Ministry of Public Administration, Directive n.1 / 2020 (point 7). In particular, in the case of a written exam, candidates must be placed "chessboard-like". As for oral exams, only a limited number of people must be allowed to enter the classroom. Classrooms are equipped with an ethyl solution dispenser for hand washing.
The School will also guarantee additional thesis discussion sessions, according to the needs that should arise.

All travel and institutional missions, as well as all events, seminars and conferences are suspended until April 3.

In the San Francesco Campus, the residence will remain accessible only to internal users. Staying on the Campus is encouraged especially for students who do not have the opportunity to return home. On the other hand, recreational services such as the gym and sauna will remain closed.

Moreover, the School has limited the access to the Library and to the Canteen to internal users. As for the Canteen, the entrances is regulated by distributing students, researchers, teachers and administrative staff over four time slots. Glasses and cutlery are disposable and the chairs, reduced in number, have been positioned in "chessboard-like" in order to facilitate the compliance with the minimum recommended distance.

In all buildings, cleaning and hygiene interventions were also reinforced.

On the administrative front, measures have been taken that redistribute staff in their offices and encourage smart working, while meetings have been temporarily suspended.

It is very important that we all respect the ten hygiene measures in order to protect everyone's health.

For this reason, in accordance with the Prime Minister's Decree of 9 March 2020, all movements, even within the same territory, must be limited to proven work and health needs. For further information, it is possible to consult the Frequently Asked Questions on the Government website.
 


Rules to follow and useful numbers

According to the ordinance n. 9, 8/03/2020 of Tuscany Region whoever arrives - or in the last fourteen days has arrived - from one of the areas identified by the World Health Organization as at epidemiological risk or from one of the Italian areas such as the Lombardy region or the province of Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Alessandria, Asti, Novara, Verbano-Cusio-Ossola, Vercelli, Padua, Treviso, Venice, must carry out voluntary fiduciary isolation . It is necessary to communicate this circumstance, especially in the presence of symptoms, to your doctor or to the unique number of the Local Health Authority of reference (Azienda USL Toscana Centro: 055/5454777; Azienda USL Toscana Nord Ovest 050/954444; Azienda USL Toscana Sud Est : 800579579), active from 8.00 to 20.00 and from 20.00 to 8.00.

According to the ordinance issued on March 22, 2020, signed together by the Minister of Health and the Minister of Interior, all domestic travel are banned throughout the whole national territory. It is forbidden for individuals to travel, whether by public or private transportation, to a municipality that is different from the one in which they find themselves in. The unique exceptions are provable work reasons or reasons of absolute health emergency.
